Our thesis
Capability, not intervention.
The same conviction that shapes Legum's regulatory advisory work applies to community development: the gap between what a community needs and what it can access is rarely about goodwill. It is about systems, capacity, and institutions strong enough to hold a standard over time.
Legum Impact Programs does not deliver aid. It builds the safeguarding architecture, the legal pathways, the referral networks, and the research base that let existing community and faith institutions do their work safely, effectively, and at scale.

Strategic partnership
Legum Healing Justice and Sisters of Esther.
Legum Healing Justice has entered into a strategic partnership with Sisters of Esther, structured across five pillars: safeguarding and protection systems, access to justice and legal protection, research and policy, referral networks, and advocacy. Sisters of Esther delivers rescue, restoration, discipleship, and reintegration for vulnerable young women. Legum Healing Justice builds and holds the systems that protect them.

Our work is designed to move at all four levels at once. A paralegal trained is an individual outcome. A law clinic activated is a community outcome. A safeguarding framework adopted by a partner organisation is an institutional outcome. A policy brief that shapes a government position is a systems outcome. We track all four, not just the first.
Aligned to UN SDGs 3, 4, 5, 8, 10, 16, and 17. A measurement, evaluation, and learning framework is applied from inception.
Flagship pilot
Gyel Community, Jos South.
Our Healing Justice pilot in Plateau State covers mental-health and psychosocial support, legal aid and rights awareness, women's empowerment, youth development, pastoral care, agricultural livelihood initiatives, and community-led governance structures, delivered with the Naza Agape Foundation.
