Rescue is one half. Systems are the other.
Legum Healing Justice has entered into a strategic partnership with Sisters of Esther. The two organisations are deliberately complementary. Sisters of Esther reaches vulnerable young women and walks with them through rescue, restoration, discipleship, and reintegration. Legum Healing Justice builds and holds the systems that protect them: safeguarding, access to justice, research, institutional capacity, referrals, and policy. Neither function substitutes for the other, and neither is sufficient alone.

Sisters of Esther delivers: reach, care, restoration.
Faith-based rescue, restoration, discipleship, and reintegration, delivered through community and church networks with pastoral accompaniment at every stage. Sisters of Esther holds the relationship with the beneficiary.
Legum Healing Justice strengthens: systems, evidence, protection.
Safeguarding architecture, legal referral pathways, research and evidence, partnership infrastructure, and policy advocacy. Legum Healing Justice holds the standard that the work is delivered against.

Pillar 01 · Safeguarding & Protection Systems
Legum Healing Justice builds the architecture.
Safeguarding and child protection policies and frameworks, survivor-centred reporting channels, risk assessments, staff and volunteer standards, case documentation templates, periodic audits, and monitoring systems.
Sisters of Esther implements it in programme.
Applies the framework across all programmes, secures staff and volunteer compliance, maintains beneficiary protection records, coordinates safeguarding focal persons, and integrates safeguarding into outreach and discipleship.
Pillar 02 · Access to Justice & Legal Protection
Legum Healing Justice builds the pathway.
Legal referral systems, coordination of pro bono networks, rights education materials, survivor navigation guides, and advocacy for improved access to justice for vulnerable young women.
Sisters of Esther walks the pathway.
Identifies beneficiaries needing legal support, facilitates referrals, provides pastoral accompaniment through legal processes, and supports post-case reintegration.
Pillar 03 · Research, Evidence & Policy
Legum Healing Justice leads the evidence.
Impact measurement frameworks, baseline and endline studies, annual research reports, policy briefs, programme evaluations, and trend analysis.
Jointly produced.
An Annual State of Vulnerable Young Women Report, policy briefs, impact reports, joint publications, national dialogues, and conference presentations.
Pillar 04 · Referral & Strategic Partnership Network
Legum Healing Justice builds the network.
Referral protocols, partnerships with legal aid providers, shelters, government agencies, human rights and child protection institutions, and social welfare bodies, maintained directories, and outcome monitoring across the network.
Sisters of Esther activates the network.
Identifies beneficiaries, coordinates referrals into the appropriate service, maintains follow-up until a case closes, and supports reintegration afterwards.
Pillar 05 · Advocacy & Systems Change
Legum Healing Justice leads the institutional track.
Policy analysis, legislative advocacy, government relations, evidence-based advocacy, and technical position papers.
Sisters of Esther leads the grassroots track.
Community and church mobilisation, faith-based advocacy, survivor storytelling under consent and safeguarding standards, and grassroots campaigns.

Governance
A joint committee, co-chaired.
The partnership is governed by a Joint Strategic Partnership Committee, co-chaired by the Executive Directors of both organisations. The Committee is the decision-making forum for the partnership and carries six standing responsibilities:
- Annual planning across the five pillars
- Joint fundraising strategy and donor engagement
- Outcome monitoring against the shared impact framework
- Safeguarding compliance review
- Advocacy coordination across institutional and grassroots tracks
- Approval of all collaborative research before publication
Safeguarding and consent
Nothing is published without consent and review.
Survivor storytelling and any publication involving beneficiaries proceed only under documented consent and the safeguarding standards agreed under Pillar 01. Research outputs are approved by the Joint Strategic Partnership Committee before release. This site does not publish beneficiary names, images, or identifying details without that process having been completed.
