How we work
We build the systems. Our partners hold the relationship.
Legum Impact Programs is deliberately structured so that the organisations closest to a community do the community-facing work, and Legum strengthens what sits behind them: safeguarding, legal pathways, research, referral infrastructure, and advocacy. This is the same division of labour Legum applies in regulated markets, translated into community development.
Ecosystem
Where this sits in the Legum ecosystem.
Legum Impact Programs is Arm 02 of the Legum ecosystem, alongside Legum Compliance (advisory), the Legum Compliance Institute (education), and The Legum Dialogue (convening). Delivering since 2023, it is the arm through which Legum's institutional discipline reaches communities directly.
Operating model
Three roles, held consistently across every partnership.
01 · System builder
Safeguarding frameworks, legal referral pathways, research design, and monitoring and evaluation architecture.
02 · Convener
Bringing regulators, legal-aid networks, universities, and faith and community institutions to a shared table and a shared standard.
03 · Evidence base
Baseline and endline studies, annual reporting, and policy briefs that turn programme experience into published, citable research.
What we do not do.
We are not a direct-service delivery organisation. We do not run shelters, conduct outreach, or hold beneficiary relationships ourselves. That work belongs to the partners who are already trusted in the communities we serve.
Safeguarding
The standard every partnership is held to.
Every programme under Legum Impact Programs operates under a documented safeguarding and child protection framework: policies, survivor-centred reporting channels, risk assessments, staff and volunteer standards, case documentation templates, and periodic audits. Partner organisations implement the framework in programme; Legum builds and reviews it.
Beneficiary storytelling, where it happens, proceeds only under documented consent and safeguarding review before publication. This is a standing commitment across every programme on this site, not a one-off policy for a single partnership.
Governance
Governance and accountability.
Programmes are governed by the Legum Youth Network Manual, a Code of Conduct for network members, and Brand Guidelines. Where a programme is delivered jointly with a partner organisation, a joint governance body, typically co-chaired by both organisations' senior leadership, sets annual planning, monitors outcomes, and approves collaborative research before release.
